چکیده

The evaluation of fish stocks exploitation is a complex task that comprehends the analysis of several types of data including information on the spatial and temporal dynamics of commercial fishing fleets. Satellite-based Vessel Monitoring Systems (VMS) is one of the best independent data sources available that can provide information on fishing fleet operations. This type of system allows the transmission of data from a satellite-tracking device installed on board to a land-based Fisheries Monitoring Centre. The data transmitted typically contains information on date/time, longitude and latitude coordinates and vessel’s speed and course. Aiming to characterize the fishing operations of the Portuguese deep-water longline fleet targeting black scabbardfish (Aphanopus carbo Lowe, 1839), to identify its main fishing areas and also to calculate fishing trip durations, IPIMAR has been analysing VMS data provided by the Portuguese General Fisheries Inspections Service (IGP). In general, data points from the Portuguese VMS are recorded in a constant time lag of 10 min. However, owing to several technical and non-technical problems related with the transmission device installed on board, vessel’s datasets can exhibit large time differences ( > 4 hours) between consecutive data points. These temporal discontinuities pose serious difficulties to the analyst when trying to track down vessel’s operations at sea. The present paper presents a software toolkit composed by a set of procedures developed using Oracle PL/SQL and Oracle SPATIAL tools to extract and classify fishing trips held by the longline vessels from VMS discontinued data. The set of procedures was implemented taking into account ancillary information about the fishing operations characteristics and the number of fishing hauls held by fishing trip. The toolkit enabled to identify fishing operations held at sea by fishing trip, namely setting and hauling of the gear and their duration. The validation of the number of trips processed by the toolkit for each vessel was conducted by comparative analysis with daily landings records data, assuming that each landing record corresponds to a unique fishing haul. From a total of eight vessels analysed in the period 2000-2004, the toolkit was able to process 76% of the total fishing trips held with landings on black scabbardfish.

Effectiveness of tori line use to reduce seabird bycatch in pelagic longline fishing

Industrial longline fisheries cause the death of large numbers of seabirds annually. Various mitigation measures have been proposed, including the use of tori lines. In this study the efficiency of a single tori line to reduce seabird bycatch was tested on pelagic longline vessels (25-37m length). Thirteen fishing trips were carried out in the area and season of the highest bycatch rates record...

Ocean-wide tracking of pelagic sharks reveals extent of overlap with longline fishing hotspots.

Overfishing is arguably the greatest ecological threat facing the oceans, yet catches of many highly migratory fishes including oceanic sharks remain largely unregulated with poor monitoring and data reporting. Oceanic shark conservation is hampered by basic knowledge gaps about where sharks aggregate across population ranges and precisely where they overlap with fishers. Using satellite tracki...

Regulatory Impact Analysis for Pelagic Fishery Management in Hawaii: A Spatially Disaggregated Nonlinear Programming Model

A major challenge confronting pelagic fisheries management in Hawaii is to simultaneously achieve two different and possibly conflicting objectives: conserving protected species (sea turtles and sea birds) while maintaining a viable fishery. To illustrate the difficulty of achieving these objectives, recent regulatory policy—the prohibition of all shallow longline sets (that primarily target sw...

Using Vessel Monitoring System Data to Identify and Characterize Trips Made by Fishing Vessels in the United States North Pacific

Time spent fishing is the effort metric often studied in fisheries but it may under-represent the effort actually expended by fishers. Entire fishing trips, from the time vessels leave port until they return, may prove more useful for examining trends in fleet dynamics, fisher behavior, and fishing costs. However, such trip information is often difficult to resolve. We identified ~30,000 trips ...

Analyses of Japanese Longline Operational Catch and Effort for Bigeye Tuna in the Wcpo

Analyses of operational-level, longline catch and effort data for bigeye tuna in the Western and Central Pacific Ocean were carried out under an agreement between the Secretariat of the Pacific Community and the Japan National Research Institute of Far Seas Fisheries. The objectives of the collaboration were to standardize bigeye CPUE, and to estimate the historical trend of longline catchabili...
